 Project title : Formulating of 25 Municipal / Provincial Agricultural Sector Strategic Development Plan 2019-2023 (PASDP 2019-2023)

 The Consulting Firm will support the Department of Planning and Statistic (DPS) of MAFF and the 25 Municipal/Provincial Department of Agriculture, Forestry and Fisheries (PDAFFs) to formulate their Municipal/Provincial Agricultural Strategic Development Plan (PASDP 2019-2023). 

 

The Provincial Agricultural Strategic Development Plan 2019-2023 is a long term ​and strategic vision of the provincial future agricultural situation. It will provide a strategic framework for PDAFFs and short-term planning for discussion with Development Partners about the direction and focus of future support. It should reflect the strategic vision of the Agriculture Sector Master Plan 2030 and the four pillars of the Agriculture Sector Strategic Development Plan (ASDP) 2014-2018: i) Enhancement of Agricultural productivity, diversification and commercialization; ii) Promotion of livestock and aquaculture; iii) Sustainable Fisheries and Forestry Resources Management; and iv) Strengthening institutional capacity and increasing efficient supporting services and human resource development.

Assignment name: Women Leadership Center Managers Women’s Leadership Center Management Consultants Under Technical Vocational Education and Training Sector Development Program (TVETSDP) ADB Loan 3167-CAM

TVETSDP includes the construction and operation of six combined Women’s Leadership Centres and female dormitories. These will be located on the campuses of public TVET institutions in six selected provinces.

The dormitories will enable access to at least 40 women per PTC. On the ground floor of the dormitory buildings, a women’s leadership centre (WLC) will be set up, where the career mentorship program will be conducted, with monthly program features such as learning events related to entrepreneurship and financial literacy, health and hygiene, and information sessions about specific career tracks and job opportunities and other extracurricular activities. The Project will make provision for dormitory furniture, as well as a computer lab, multimedia learning materials addressing soft skills (i.e. communication, critical thinking, etc.), and books for career mentorship program. The WLC will include delivery of the career mentorship and other self-development program. The objective of the career mentorship program is to engage women to learn about emerging career opportunities and entrepreneurial routes into non-traditional trades (i.e. auto mechanics, air conditioner repair, etc.).

Project title : Formulating Strategic Plan for Promoting One Village One Product in Agricultural Sector from 2019-2030

The Consulting Firm to support the Formulation of Strategic Plan for Promoting One Village One Product in Agricultural Sector from 2019-2030 is to engage productivity and quality of agricultural productions for market competitions, increase income and contribute to sustainable natural resources. The Consulting Firm will help the Ministry of Agriculture, Forestry and Fisheries (MAFF) Technical Working Group to Promote One Village One Product and Department of Planning and Statistics of MAFF to draft the Strategic Plan for Promoting One Village One Product in Agriculture Sector from 2019- 2030. The Consulting Firm will be accountable for MAFF’s Technical Working Group to Promote One Village One Product and MAFF DPS Director. The Consulting Firm will undertake analytical reviews of existing National Policy on Promotion of One Village One Product (OVOP) Movement from 2016-2026 and other Policies or Strategic Plans of MAFF. The final assignment is a final draft of Strategic Plan for Promoting One Village One Product in Agricultural Sector from 2019-2030 and is acceptable to MAFF’s Technical Working Group and Department Planning and Statistics.

Assignment name: Consulting services for Soft Skill Development Training Module and Multimedia Materials Consultants Under Technical Vocational Education and Training Sector Development Project (TVETSDP) ADB Loan No.3167-CAM

TVETSDP is supporting the development of competency-based training modules on soft skills to be incorporated into curricula of technical certificates at levels 1-4 of the Cambodian Qualifications Framework [CQF]. This will be done in cooperation with sectoral Centres of Excellence [COE]1 and their respective Sector Skills Councils [SSC]. There are four priority sectors for these modules and the host Institutions for the COEs and SSCs – Manufacturing [National Polytechnic Institute of Cambodia, Phnom Penh], Electrical [Preak Kossomak

Polytechnic Institute, Phnom Penh], Automotive [Battambang Institute of Technology] and Construction [Polytechnic Institute of Angkor, Siem Reap].

Assignment title: Supporting Regional Project Development for Association of Southeast Asian Nations Connectivity - Technical and Commercial Advisory Services for the Development of Utility Scale Solar PV Park in Cambodia (TA-8240 REG)

This project is situated in the context of the Scaling Up Renewable Energy Programme for low-income countries (SREP), which aims to improve supply and utilization of renewable energy sources in the country; this will be achieved through: (i) provision of adequate amount and appropriate financing modality to support the development of commercially viable renewable energy resources for power generation; (ii) capacity building to strengthen the government's capability to implement the project; enforce related laws, regulations, and standards; and (iii) consumer awareness through conduct of a nationwide renewable energy awareness campaign with focus on rural communities. The Investment Plan has three investment components: solar energy development, biomass energy development, and policy support and public awareness. TA-8240 REG involves the execution and coordination of the solar energy development component.

 

Description of actual services for the assignment:

-Project Management. We provided key experts for the project coordination, to ensure the smooth project implementation and effective liaising with multi-stakeholder.

Assignment title: Mid-Term Evaluation of WorkersHealth Behaviour Change Communication Campaign. The WorkerHealth Project is a USAID-supported initiative implemented by Marie Stopes Cambodia and the Population Council and its partner, the Meridian Group under The Evidence Project

The firm provided consultancy service for Mid-Term Evaluation of the overall effectiveness of the Worker Health BCC campaign towards the behavior, attitudes and knowledge of workers FP and SRH, following are specific objectives of BCC evaluation.

  1. Identify the most effective and efficient communication channels used to reach and engage workers, and to change behavior/s

  2. Determine how the BCC campaign influenced the GF workers’ interest and uptake of voluntary FP and SRH services

  3. Measure garment factory worker’s understanding of the key messages

  4. Identify what behavior/s have changed during and/or after the campaign

  5. Provide key recommendations and develop an effective BCC framework for future engagement and interventions with GF workers

The assignment covered 29 garment factories in Phnom Penh and Kandal provinces.  It utilized a mix of qualitative and quantitative research methodologies.

Assignment title: Mid-term review for Sexual Health Facility Project. In Cambodia, Clinton Health Access Initiative (CHAI) will partner with the Ministry of Health (MOH) through National Maternal Child Health Center (NMCHC) to initiate a Sexual and Reproductive Health (SRH) program.

In support to program design including monitoring and evaluation indicators and strategic targeted interventions, CHAI proposes the consultancy to conduct the project baseline on Health Facility and Commodity Assessment. This mid-term assessment is to identify the availability of sexual and reproductive health services at the health facility level and identify any gaps, which will be filled through a program to increase access to sexual and reproductive health for women.

Description of actual services for the assignment:

YDRC provided the consultancy to conduct project mid-term assessment which cover the following services:

  • Design study protocol, review data collection tool, and develop data management software;

  • Submit study protocol to the National Ethics Committee for Health Research (NECHR) for clearance;

  • Conduct training to data collectors to ensure the quality of field data collection;

  • Lead data collection, data cleaning and analysis;

  • Prepare the finding report to submit to CHAI team to review; and

  • Finalize the finding report to submit to CHAI

Assignment title: Study of the Evaluation and Learning on Sustainable Renewable Energy Pilot Programme. The Scaling Up Renewable Energy (SREP) Investment Plan funded by the Climate Investment Funds (CIF).

Live and Learn E&L initiative will build upon the existing findings and work on local CSO engagement to reflect the effectiveness and benefits of CIF programs and to provide constructive feedback or inputs to improve the programs’ implementation and replication.

Description of actual services for the assignment:

-        Identification and study of evidence and lessons to inform on-going CIF activities based on joint lessons from PPCR and SREP in Cambodia.

-        Liaising with civil society stakeholders to inform them of the benefits of active engagement, and actively engaging them in all stages of the delivery of the program under PPCR and SREP in Cambodia.

-        Development of one study report, one policy brief/recommendation, and learning workshop.

Assignment title: Baseline Survey for Sexual Health Facility Project

Assignment title: Impact Comparative Study on Integrated Nutrition, Water Sanitation and Hygiene (WASH), and Early Child Care and Development (ECCD) Programs

Description of assignment: YDRC provided consultancy on Comparative Impact Study on integration of Nutrition, WASH, and ECCD program.

Plan International Cambodia is currently implementing Nutrition, ECCD and WASH programs in all four target provinces: Siem Reap, Tboung Khmum, Ratanak Kiri and Stung Treng. In some villages, communes and districts the fully integrated programs of these three programs (Nutrition, ECCD and WASH) is implemented, while the other villages, communes and districts have only two integrated programs among these three programs (e.g., Nutrition and ECCD, Nutrition and WASH or ECCD and WASH), and some villages, communes and districts have only stand-alone program (e.g., Nutrition, ECCD or WASH) is implemented

Description of actual services for the assignment:

The actual tasks are:

  • Design study protocol, review data collection tool, and develop data management software;

Assignment title: USAID-funded project Cambodia Countering Trafficking in Persons Project (CCTIP)

Cambodia Countering Trafficking in Persons Project (CCTIP).The CCTIP is a holistic, multi-pronged, four-year program that bolsters the capacity of communities and government in coordination with private sectors and development partners to reduce the trafficking in persons in Cambodia through prevention, protection, prosecution, and partnership with government and different stakeholders that address the root causes of trafficking in persons (TIP), including gender-based violence and gender-based discrimination, financial barriers and skill barriers.

Assignment title: Review of the 5-year Country Strategy of Life With Dignity

The firm provided consultancy services for reviewing the Country Strategy for Life With Dignity, providing the literature review on the up-to-date information relative to social nature and politics of development, collecting data from the community to national and international level, and then providing adjustments and recommendations for the LWD Country Strategy Plan.

Assignment title: Agricultural Market Research for Oasis of Hope Livelihood Project, for Samaritan’s Purse is implementing the project Oasis of Hope Livelihood in Banteay Meanchey province, targeting 1,500 households (HHs) in 30 villages.

The Oasis of Hope livelihoods activities are centred on the following three broad areas: (1) those activities suitable for implementation on household land blocks as individuals; (2) those activities suitable for implementation on household blocks that are carried out cooperatively in a village; and (3) additional livelihood activities on a larger scale.

YRDC has been hired in order to collect market information for vegetable and poultry products for the project’s strategic analysis.  Description of actual services for within the assignment:

•        Agriculture research inclusive of multiple commodities of vegetable and livestock products in Banteay Meanchey and provinces close to Banteay Meanchey such as Battambang and Siem Reap.

•        The study focused on the demand for vegetable and livestock products, in order to provide recommendations to farmers on the market conditions and on how to develop a sample business plan.

Assignment title: Value Chain Study on Vegetable Production for Strengthening Value Chains and Food Security Through Cooperative-Based Capacity Building in Cambodia Project. CAC’s project, strengthening value chains and food security through cooperative-based capacity building, targeted 36 registered Agriculture cooperative (ACs) in Kampong Chhnang province.

•   Research of market information/data on vegetable value chain from input suppliers to end consumers, with preparation of a document of current vegetable production and market demands, constraints and opportunities to improve vegetable value chain.

•   Integration of findings into demand-driven advisory services for targeted cooperatives, focusing on processing and/or marketing approach to use for developing training modules.

•   Provision of recommendations on how to identify key intervention strategies and develop a work plan to efficiently implement the vegetable value chain activities.
